BANC3 is looking for a Strategic Plans Officer who can work full-time in Hawaii to support us on a long-term contract (5+ years) with a great team! 

MAJOR DUTIES:

Serves as Senior Information Technology (IT) Operations Planner providing Tactical to Strategic Communications across the full range of military operations within the U.S Army Pacific Command (USARPAC) Area of Operations. In this capacity, incumbent is a technical advisor, program/project manager and C4I planner on assigned IT initiatives. Has overall responsibility for the planning, programming, and implementation of assigned IT systems or capabilities in support of USARPAC. Must possess knowledge and familiarity with the Army's Mission Analysis (MA) process. As required, designated as Deputy Crisis Operations Officer. 

    •  (25%) Serves as an Information Technology (IT) Policy and Planning expert for Pacific theater signal requirements, as a lead on technical, analytical and advisory functions pertinent to development of local and Enterprise IT strategic plans, and the development of short and long range IT operational planning within USARPAC. Ensures the IT program is in compliance with higher authority policies and guidelines. The incumbent serves as the focal point within USARPAC G6 current operations for planning and policy analysis and implementations pertinent to Command, Control, Communications, Computers, and Intelligence (C4I) planning and execution. Ensures the rigorous application of information security/information assurance policies, principles, and practices in accomplishing assigned missions. Represents current operations chief during working groups and planning efforts affecting current and future operations. Research, prepare decision papers, briefings and make recommendations in support of IT initiatives. Review, assess, and ensure harmonization of resources, priorities, schedule and other key aspects of assigned tasks. Recommends technical standards, policies and procedures for USARPAC.
    • (25%) Understands voice/data interoperability and infrastructure backbones that supports C4I activities for USARPAC, and supported activities in the Pacific Theater's Area of Responsibility (AOR). Reviews, coordinates, and advises on existing and new IT techniques, establishes criteria, develops standard operating procedures (SOP) and Tactics, Techniques and Procedures (TTPs) for new information and approaches to solving communication problems. Identify, recommend, and update existing solutions to operational communication problems. In developing and interpreting broad IT policies and regulations, incumbent must consider the total range of existing policies, procedures, and regulations in relation to IT program goals and objectives. Position involves various projects, studies, and evaluations requiring the application of many different and unrelated processes, differing regulatory criteria and procedures, and significant departures from established practice.
    • (20%) Provides technical advice to executive level managers within USARPAC and represents the organization in meetings and discussions with representatives of industry, HQDA Working Groups, or other Army MACOMs to resolve problems and determine solutions for implementing IT projects throughout USARPAC.
    • (10%) Conducts continuing review of information systems technological developments applicable to systems design and prepares long range strategic plans for requirements relevant to USARPAC's mission. Recommends automation and communication technical solutions for assigned projects after analyzing the operational requirements and aligning these requirements with the USARPAC Theater Plan and overall IT Strategy.
    • (10%) Reviews, analyzes, coordinates, and prepares responses and comments on proposals, studies, draft regulations, plans and requests for services, received from outside sources or staff directorates. Reviews and provides analysis of technical plans and programs prepared by other command elements and outside agencies to analyze the impact of plans to current and future projects.
    • (10%) Ensures HQDA, and USARPAC related projects are implemented throughout the Area of Responsibility. Those projects could include Department of Defense Information Network (DODIN) Operations, Defensive Cyber Operations (DCO), Army Knowledge Management, and IT Investment Strategy. 


Position requires a TS-SCI clearance.
